UN Committee Against Torture highlights gaps in the prevention of torture in Azerbaijan
Baku, Geneva, 25 November 2009: The UN Committee Against Torture (CAT) has released its concluding observations on Azerbaijan's implementation of the Convention Against Torture (CAT/C/AZE/CO/ 3). The Committee expresses concern over the continuing allegations of torture and ill-treatment in Azerbaijan and urges the authorities to bring their legislation and practice in conformity with the Convention.
The South Caucasus Network of Human Rights Defenders condemns
unfair trial and conviction of Azerbaijani bloggers and public
activists Emin Milli (Abdullayev) and Adnan Hajizade. The Network
considers the case to be fabricated with the intention of silencing
critical voices and suppressing the dissent.

Concerning increasing control on Azerbaijani NGOs
The Human Rights House Foundation, the Norwegian Helsinki Committee, the Rafto Foundation, the South Caucasus Network of Human Rights Defenders and the Belarusian Human Rights House in exile in Vilnius are concerned about the noticeable tendency in Azerbaijan to put local non-governmental organisations under increased government control following the recent amendments to the NGO law. The amended law allows the government to collect information on NGOs without referring to any specific purpose articulataed in this or other laws. See in PDF

The South Caucasus Network of Human Rights Defenders is deeply concerned about the death in custody of Novruzali Mammadov, the Editor-in-Chief of Taloshi Sado newspaper and the head of the Talysh Cultural Center.

The members of the South Caucasus Network of Human Rights Defenders are deeply concerned about the continuous unlawful and ill-grounded detention of an Armenian human rights defender Arshaluys Hakobyan. Hakobyan, a member of Armenian Helsinki Association, was arrested on June 5, 2009 under the pretext of resisting the police during his arrest. The Network members believe that the real reason for Hakobyan’s detention is not only connected with his work as an election observer on May 31, 2009 election of the mayor of Yerevan, but, first of all, it is connected with his activities in the field of human rights protection. The South Caucasus Network of Human Rights Defenders strongly condemns the murder of a prominent human rights defender Natalia Estemirova. On the international day of justice, July 17, the Network members call upon the Russian authorities to conduct an immediate, thorough and impartial investigation of this case and previous murders of human rights defenders in the country. The Network members also call upon the Russian authorities to further ensure a safe and enabling environment for human rights defenders in their country. See Attachment

The South Caucasus Network of Human Rights Defenders is alarmed about the draft amendments to the Law of the Republic of Azerbaijan “On Non-governmental organizations (public associations and foundations)” that are due to be discussed on 19 June by the Parliament of Azerbaijan. The Network members deeply regret that neither the civil society of Azerbaijan, nor the international community was consulted on the amendments and had very limited time to respond on it. In honor of World Press Freedom Day May 3, 2009 the South Caucasus Network of Human Rights Defenders expresses its concern about the press freedom situations in Georgia, Armenia and Azerbaijan. Bans on independent and opposition media outlets, censorship, and harassment of journalists remain serious concerns in all three countries. In addition, in Azerbaijan, unlike Georgia and Armenia, defamation is a criminal offence.
